其实，还是因为没有写对ias-component的名称。
用opmnctl debug看了看，原来, geows只是一个ias-process, 它包含于oc4j, oc4j才是一个真正的ias-component.
于是用opmnctl restartproc ias-component=oc4j, 就可以了。
这看起来是一个蛮弱智的错误。
